I suspect it is because all humans originally had brown eyes and the other colors are very late in developing.





When humans lived in Africa for millions of years before emigrating north they all had darker skin and brown eyes. When they migrated out of Africa where the sun shone much less in winter, they did not receive enough sunlight to produce needed vitamin D. The darker the skin, the less vitamin D. The lighter the skin, the better the survival rate. Along with better survival rates, came more inheritance of ever lighter skin. Along with lighter skin came lighter eye colors.
